Another thing to consider is that the gift female revealed in True could have a part to play. Could be a strong tie to a protesting group and some low level technitions, still evil, but not as crewel as the ones featured in Brawn or Wrath even, is my theory. The Warden of Fuller before the raid for example, was not a high profile Mercile employee, otherwise he would have taken out that place years ago, or turned it into a facility. Something quite similar to what happened with Fury but taken up a notch. My theory is that this is based in a town near reservation and that if there are drugs involved, its being exchanged at the hands of low level technitions. You don't mix high profile mercile employees with those assuming to be protesters, I find it more likely the protesters are related to low Mercile gang up types wanting to pawn some high deed off to high paying religious nut jobs who want to pay money for the capture of them with some of the drugs for some kind of conditional settlement between Mercile and a religious church so Mercile could try to gain some old money back in exchange for a favour to try and get rid of some of the NSO, perhaps the ones they think are spying on hidden activities for other high profile Mercile employees to remain and keep quiet about, if they have the money to pay up front in advance. Keep in mind, women usually administrated events and the overseeing of projects, even if she had a man working for the actual position of ownership, we know in 2 cases of Mercile intervention, one in Wrath and the other in Brawn, especially from international stock, since the breeding drug was mentioned, the big brains who want results tend to be covering for something, while the big guys, the ones who actually get paid to do the work are just in actuality, one part of the problem itself.

Who knows what may have been told at Fuller, and what triggered the execution of women prisoners there.

In Shadow, we also know that there is a possible Mercile base near Afghanistan. Who knows what we'll discover in darkness, perhaps the Sheriff of the town near reservation sent Darkness's to be female to investigate something, and or could be unrelated, something happens and a group is discovered leading to the further revealing of Mercile plans to try to keep tabs on the NSO, by force.

Remember back in Brawn, the Mercile employees there talked briefly about there being a Mercile leak, and in True, we discover the Warden of Fuller has had it up to here, and that he revealed himself to be also working for Mercile. Not sure if it is the same one, but perhaps Mercile employees hide out as a hate group and when they set the stage for something to trigger an event where outside help is required, the NSO are called and they do a kidnapping somewhere around the area. In Tiger, Zandy mentioned the Woods Church.
